Countries With Nuclear Weapons — Nuclear-Armed States

Nine countries are believed to possess nuclear weapons as of 2024. Five are recognized by the Nuclear Non-Proliferation Treaty (NPT) as nuclear-weapon states: the United States, Russia, the United Kingdom, France, and China. Four others have developed nuclear weapons outside the NPT framework: India, Pakistan, North Korea (which withdrew from the NPT in 2003), and Israel, which has a policy of nuclear ambiguity and has never officially confirmed or denied having nuclear weapons. At the peak of the Cold War, the United States and Soviet Union together held over 60,000 nuclear warheads.

The NPT, opened for signature in 1968 and now with 191 state parties, represents the cornerstone of global non-proliferation efforts. It creates a framework where nuclear-weapon states commit to disarmament negotiations, while non-nuclear states pledge not to develop them in exchange for access to peaceful nuclear technology. The treaty has been largely successful at preventing proliferation — many experts expected 20-30 nuclear-armed states by the 1980s — but critics argue the disarmament commitments of the five recognized powers remain unfulfilled. The International Atomic Energy Agency (IAEA) oversees inspections and safeguards under the NPT.

Nuclear deterrence remains the cornerstone of defense strategy for all nine nuclear-armed states. The concept of "mutually assured destruction" (MAD), where any nuclear exchange would result in the annihilation of both sides, is credited with preventing direct conflict between major powers since 1945. Modern arsenals are increasingly focused on "tactical" nuclear weapons with lower yields, raising concerns among arms control experts that they could make nuclear use more thinkable in a crisis. Both the US and Russia are engaged in modernization programs worth hundreds of billions of dollars.

Frequently Asked Questions

How many countries have nuclear weapons?
Nine countries are known or believed to possess nuclear weapons: the United States, Russia, the United Kingdom, France, China (the five NPT-recognized states), plus India, Pakistan, North Korea, and Israel.
Which country has the most nuclear weapons?
Russia has the largest nuclear arsenal with approximately 6,000 warheads, followed by the United States with about 5,550. Together they hold over 90% of the world's nuclear weapons.
Has any country ever given up nuclear weapons?
Yes. South Africa developed nuclear weapons in the 1980s and then dismantled them in 1989-1990, becoming the only country to voluntarily give up a nuclear weapons program it built itself. Belarus, Kazakhstan, and Ukraine also gave up Soviet-era nuclear weapons after the USSR dissolved.
What is the Nuclear Non-Proliferation Treaty (NPT)?
The NPT is an international treaty opened for signature in 1968, now with 191 state parties. It recognizes five nuclear-weapon states (US, Russia, UK, France, China) and requires all others not to develop nuclear weapons, in exchange for access to peaceful nuclear energy. The treaty also obligates nuclear states to work toward disarmament, though progress has been slow.
How many nuclear warheads exist in the world?
As of 2024, the world's nine nuclear-armed states collectively possess approximately 12,500 nuclear warheads, down significantly from the Cold War peak of over 60,000. Russia has around 5,580 and the US has about 5,044. The UK, France, China, India, Pakistan, Israel, and North Korea together hold the remaining roughly 1,800.
